To describe the ultimate situation where inmates in eg. prisons are under full control, Foucault uses an old device designed by Jeremy Bentham: The Panopticon. In short this setup consists of a tower placed in the centre surrounded by a circular building where inmates are imprisoned alone in a single cell.
